Saudi Arabia has secured the top position in the Middle East and North Africa in the Government AI Readiness Index 2025, reflecting its rapid and sustained progress in adopting artificial intelligence across government operations. The ranking highlights the Kingdom’s strong ability to integrate AI into public policy and government services in a structured and sustainable manner.
The index evaluates 195 governments worldwide based on governance frameworks, digital and data infrastructure, and institutional readiness. Saudi Arabia’s performance demonstrates the growing maturity of its national AI ecosystem and its commitment to using advanced technologies to improve public services, enhance efficiency, and support long-term development goals.
Globally, the Kingdom ranked seventh in AI governance and ninth in public-sector AI adoption, showing balanced advancement in both regulation and real-world implementation. These results underline Saudi Arabia’s focus on responsible AI use while accelerating deployment across government institutions.
Strong institutional support has enabled the Saudi Data and AI Authority to expand national data and AI capabilities, strengthen innovation, and develop advanced platforms such as HUMAIN, which enhances computing power and supports the development of AI models. These efforts reinforce Saudi Arabia’s position as a leading AI-driven economy and support the broader objectives of Vision 2030.
